Inside Navy’s Five-Year, $1.7 Billion Plan to Renovate 8,000 Sailor Beds

The Navy has announced a $1.7 billion plan to construct and renovate 8,098 beds in the Hampton Roads region.

Hampton Roads is an area in Virginia that includes Newport News, Hampton, Norfolk, Virginia Beach, Suffolk and Chesapeake. It is home to several military installations, including major Air Force, Army, Marine Corps and Coast Guard facilities, as well as Navy housing.

The Navy, in a statement on Wednesday, said an agreement was signed July 1 with private military housing company Hunt Military Communities and the Office of the Secretary of Defense. They will deliver modern housing and retail amenities in downtown Newport News and other Hampton Roads areas.

“This landmark agreement represents a massive step forward in ensuring our junior Sailors have a high-quality place to live, recharge, and focus on their vital mission,” said Vice Adm. Scott Gray, commander, Navy Installations Command (CNIC), which oversees the Navy’s housing, in a statement.

Aging facilities like Huntingon Hall, a Navy berthing facility in Newport News, are being replaced in addition to housing being created in Norfolk and Virginia Beach.

Saving $325 Million for Taxpayers

The Navy leveraged private capital as part of the renovations, saying the agreement will save taxpayers over $325 million.

It also ensured long-term housing quality by boosting sustainment funding by 400%.

“This historic contract addresses critical quality-of-life and readiness needs, providing clean, comfortable, and safe housing that supports our hardworking sailors,” said Assistant Secretary of the Navy for Energy, Installations, and Environment Brendan Rogers in a statement.

“It means less financial strain on junior sailors, a significantly improved quality-of-life for them during maintenance and recovery periods, and significant savings for the taxpayer. This partnership is proof that we can invest smartly while profoundly improving the daily lives of our sailors,” Rogers added.

An interest-free loan from the Commonwealth of Virginia to the city of Newport News also helped support the project.

The new Navy investment in Hampton Roads will take place over five years, the Navy said.

More Investments in Navy Housing

The Navy also recently announced a $12.1 million project to renovate six housing areas at a naval base.

This multi-year investment from the Secretary of Defense’s Barracks Task Force will provide clean, comfortable and safe Unaccompanied Housing (UH).

Last month, the Navy completed one of these projects at Naval Base Kitsap-Bremerton (NBK-Bremerton).

Officials said that the full 10-story, 152-room building renovation includes 304 new beds and improves a facility negatively impacted by fire and water damage sustained in August 2025.

The facility also includes water intrusion remediation and structural safety upgrades, while common areas now include dedicated recreation and community lounges on every floor, along with pool and foosball areas and other amenities.
